Add ART generation to OMNeT file generator

Insert the ARTs for the OMNeT file generator into Development.

This MR introduces a new binary responsible for getting ART from a .xml file with the network configuration.

Some simulators require this to precompute all the possible paths in order to use routing logic with multi-path diversity instead of deterministic logic.

Future improvements can provide this information directly from the library itself, without output files. Like other routings such Destro.
